Vice (known as Zack in the American port) is an enemy in Streets of Rage 3. He also appears as an enemy in the Survival Mode of Streets of Rage 4 at the retro stages.

Vice is a thug wearing a stripped bandanna and jacket. He's a fast-moving enemy, which often tries to flank the player for a grab, allowing other enemies to get a hit.

- Vice bears a striking resemblance to Billy Kane from the Fatal Fury series.
- Vice was originally considered as a returning enemy for Streets of Rage 4, alongside Fog, Jack, Hakuyo, Slum and Chiba. Like those, he was ultimately scrapped.
- While other enemies in the draft have a finished line art, Vice stands out for having an unfinished sketch.
